ACTION PLAN "Paperless Trade France-Korea"
1. Organise a management committee launch meeting. This committee will
comprise representatives from customs, EDIFRANCE, DiGITIP and MEN
This management committee will draw up a questionnaire to be sent to
EDIFRANCE members, to gauge the current situation and evaluate their needs
in dematerialising international commercial transactions (November 2003).
- The answers to this questionnaire will be collected and summarised by
the end of February 2004.
- This committee will ask EDIFRANCE and EDITRANSPORT to carry out a
state-of-the-art study on EDI International and the abilities of French
businesses in this area.
- As assessment of the situation at RENAULT will be made in early 2004.
2. At the same time, international comparative studies will be
made using the DREE's TIC network
- A summary will be written by the end of February 2004.
- A management committee meeting with UK and German colleagues currently
negotiating with South Korean representatives will be held at the beginning of 2004.
- A meeting with the DG TAXUD at the European Commission will be organised with Philippe Chauve.
- An evaluation of the work by TFAP of the ASEM will be drawn up at the end of 2003.
- An assessment of European IST projects will be made at the end of 2003.
3. A business group meeting, involving those present on October 15th
and extended to representatives of banks, insurers, the post office and
professional organisations, will be held in March 2004
This meeting will present an opportunity to:
- discuss the evaluation of businesses' needs in this domain, at a
domestic and international level.
- compare existing situations.
- prepare for High Speed France-Korea's visit to Seoul in April 2004.
4. Visit to Seoul in April 2004
With the arrival of several events linked to the High Speed
France-Korea exhibition, a delegation may be sent to:
- Visit KTNET, to see the technical infrastructure in particular, and visit
businesses using the system that could partner French manufacturers.
- Discuss the project and its advantages. This would take place during a
seminar between manufacturers present at the exhibition and their Korean partners.
- Possibly consider extending the project to Japan in order to study the
TEDI system, which is a partner to KTNET in the Asian paperless trade project.
