EA2 project Background

The need for an exchange of information between commerce and administrations is constantly increasing. In order to find a sufficiently rapid means of meeting this need, the computer industry is resorting to ad hoc solutions and putting the onus on standards designed to facilitate information systems integration.

Against a backdrop of the growing challenge presented Internet and changes in the economic climate in the Socialist Republic of Vietnam, commerce and administrations have to ensure a smooth exchange of information, both on a national and international scale, between:

This presupposes closer computer integration of the key processes of every activity in every sector via their information systems, thereby providing an economic boost for the Socialist Republic of Vietnam.

 

The EA2 Project's Objectives

Recommendations will be made jointly by EA2-member European partners and the Socialist Republic of Vietnam and submitted for approval by the Vietnamese application facet decision-makers.

The output required, in terms of harmonisation and computerisation of each segment within each domain of application, can be evaluated via an analytical chart of the current situation and the final objective.

An extended partnership: from EA2 hard-core members to a large team

The knowledge and skill contributed to the Socialist Republic of Vietnam by EDIVN (EDIVN for the official partner, VN IT Office), to Luxembourg by the CRP TUDOR team and to France by EDIFRANCE - all members of the EA2 partnership - will represent the project's vital energy, generated by the "hard-core members" of the team.

The hard core has expanded to include all the players in each segment and domain of application: Financial Institutions, e-Commerce, Standard &Quality, Customs, Legislation, Foreign Trade, and all related services.

The goal is to form a large team responsible for defining the functional profile of the Socialist Republic of Vietnam's future professional electronic exchanges and the output required to achieve it.

Due to its expertise in professional electronic exchanges, EDIFRANCE is well placed to make and approve all organisational, technical and methodological recommendations pertaining to the Socialist Republic of Vietnam's future professional electronic exchanges. It will be assisted in this task by the Henri Tudor Public Research Centre.

Such recommendations are made under the supervision of distinguished Vietnamese members of the expanded team. The latter check that they comply with the directives of the Socialist Republic of Vietnam's Information Technology development programme and are responsible for communicating EA2 recommendations to the authorities in charge of updating and upgrading the programme.

 

Sectors affected by EA2

The programme is designed to provide a preliminary vision of information exchange flows and of information systems currently in use in the Socialist Republic of Vietnam. Architecture, solution interoperability and system functional data are the key factors analysed. Lessons that can be learnt from the most advanced national or regional policies are taken into consideration.

The following diagram provides a first glance of the sectors directly affected by our project. We shall be supplying more detailed information on the way they function and shall be relying heavily upon our partner, EDVIN, in this respect.
