Euro-Asian EDI Adaptation (EA2)

 

One of the most resounding successes of EA2 project is enabling the Socialist Republic of Vietnam to make rapid decisions by adopting and adapting harmonisation solutions that have already been tried and tested in Europe. The object of the exercise is to limit losses on funding uncoordinated computer development programmes in various domains of commerce and administration.

The next issue to be addressed is how the authority(ies) responsible for the installation of horizontally-integrated services, can be invested with sufficient powers to impose standardised, un-owned and closed technical choices on other administrations.
Experience in France and elsewhere in Europe goes to show that advisory authorities, invested with inadequate powers, only have a mitigated impact on administrations' choice of computer system vendors and that their influence is restricted to the drawing up of specifications and solutions opted for as part of their computer projects.
