Regulatory differences from one administration to another hamper the smooth running of domestic and foreign markets. To compound the situation, the need to adapt to growth in new technologies and methods makes arrangements necessary and even goes so far as to herald new rules.

A central national portal on the horizon

All developed countries are implementing central national portal infrastructure. The portals are in the process of being constructed. Research into portal performance is a necessary step in order to ensure that they can integrate a substantial upgrade in performance - from a few pilot flows to hundreds of flows. The portal plays the role of a traffic-control platform, not only in the private domain - in which it receives/transmits the flows of users and private sector relay centres - but also in the public domain - in which it receives/transmits the flows of the departments of various administrations. The national portal is a common resource to meet the needs of specialist administrations, which can each have their own portal. Research into the means of achieving a complementary relationship between the central portal and specialist portals is another item on the agenda.

In the worst case scenario, adequate provision for this raft of factors makes for the doubling of gains resulting from the use of one single infrastructure and from the multiple services offered to all categories of user. Administrations which already have their own exchange systems with other administrations stand to gain in consequence. Existing systems can be maintained with a longer-term view of creating a link with the central portal. Once accessed, the central portal will be divided into two domains: private-public and private-private.
