In recent years, ICT development has been established as a high national priority by Vietnam. Directives have been promulgated and a series of ICT Master Plans prepared that reflect a country-wide commitment to leveraging ICTs at the domestic as well as in the international levels.

In Vietnam both the government and the private sector realize the crucial importance of ICT development. While challenges exist, substantial progress has been made in starting the development process. The talented workforce and the government's high level of commitment to ICT progress holds out a great promise for the future of ICTs in Vietnam.

In this context, preliminary concepts might include:

  1. Technical assistance on telecommunications and related regulation and reform
  2. Institutional capacity building for ICT development in the area of government organization
  3. Increased government usage of ICTs with training programs for civil servants, E-procurement, city pilot programs and Customs reform
  4. Increasing rural access to information that will have a direct impact on people's lives
  5. Training and research innovation grants for ICT applications in higher education
  6. Implementation of policies to facilitate software industry growth
  7. Assistance for the E-commerce regulatory environment and for SMEs

 

ASIA ITC Summary sheet EA2 Project

EURO ASIAN EDI ADAPTATION Project, whose the target country is the Republic socialist of Vietnam and duration is twelve months, aims to make easier the appropriation by the economic actors for e-Trade and e-Administration techniques and to stimulate the growing up of commercial exchanges between the companies and their business partners. Its activities will be applied to:

EA2 intends to start a long term cooperation and its results dissemination will be extended to Laos and Cambodia.

EURO ASIAN EDI ADAPTATION Project aims to make easier the appropriation by the economic actors for e-Trade and e-Administration techniques and to stimulate the growing up of commercial exchanges between the Vietnamese companies and their business partners, specifically European Union partners. Its proposes to:

EA2 objectives are compliant with the EU strategy for its cooperation with the Republic socialist of Vietnam : "The general objective is to support Vietnam in its efforts to allow a properly functioning market economy and to create fair conditions for a transparent, predictable, and competitive investment and business environment by establishing a transparent, effective and efficient public administration and institutions." (CSP EC-Vietnam 2002-2006, section 4.2.1)
